This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.201 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03827QE0000001 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, in accordance with (IAW) the Revolutionary FAR Overhaul (RFO). IAW RFO 6.103-1(a), the United States Coast Guard (USCG). Aviation Logistics Center (ALC) plans to award one (1) purchase order and negotiate only with Safran Electronics and Defense, Avionics USA, LLC (CAGE Code 003T0) as the only known source of the required services. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The applicable North American Industry Classification System (NAICS) code is 334511. The small business size standard is 1,350 employees. This is an unrestricted requirement. It is anticipated that a firm-fixed price purchase order will be awarded on a sole source basis as a result of this solicitation for the evaluation possibly leading to the repair of the following items: SCHEDULE OF SERVICES Nomenclature: Actuator and Trim/Feel Test Sets Part Number: 418-65037-004 Quantity: Three (3) each Optional Quantity:* up to ten (10) each Manufacturer CAGE Code: 003T0 Turnaround Time (TAT): 30 days after receipt of order (ARO) * We propose including an addendum to Federal Acquisition Regulation (FAR) clause 52.212-4 that will allow the USCG to send in additional units for evaluation and calibration by order modification. The cost of any necessary repairs and/or replacement parts would be negotiated and funded separately. The proposed addendum is: 52.212-4 Contract Terms and Conditions -- Commercial Items Nov 2023 Addendum 1 Option for the Evaluation of Additional Units: At the time of award, the USCG will place an order for the evaluation of three (3) each Actuator and Trim/Feel Test Sets. IAW this addendum, the USCG may require the evaluation of up to an additional ten (10) each Actuator and Trim/Feel Test Sets at the same price, terms, and conditions as specified in the purchase order.
