This procurement is being conducted under Simplified Acquisition Procedures (SAP)- only one responsible source and no other supplies or services will satisfy agency requirements. The U.S. Coast Guard (USCG) has a requirement for annual license maintenance, referred to as Gold Maintenance and Support Bundle, to provide technical support for the Keysight Positioning, Navigation, and Timing (PNT)-X global navigation satellite system radio frequency simulator. The simulator is used to test global positioning system receivers used by Coast Guard assets including their performance in jamming and spoofing environments. This requirement for annual license support is in direct support of the simulator system. Keysight has been identified as the sole provider of the required maintenance and no other product or services can meet the Government’s requirement.
